In a significant move to enhance efficiency and integrity within Kenya's security forces, the government has confirmed a pay increase for all police officers, effective from July 1, 2024. This salary hike is a key component of ongoing reforms aimed at overhauling the security sector.
Interior Principal Secretary Raymond Omollo announced that the pay raise was implemented in phases, starting with police constables who received a substantial 40% increase in their salaries. The increment percentage decreases for officers in higher ranks, reflecting a scaled approach to the pay adjustment.

The second phase of the salary hike is set to begin in September 2024, extending to officers in the Kenya Prisons Service (KPS) and National Youth Service (NYS). These changes are part of the broader recommendations made by the taskforce on police reforms, chaired by former Chief Justice David Maraga.
President William Ruto established the taskforce in December 2022 with a mandate to drive reforms across the National Police Service (NPS), KPS, and NYS. The taskforce outlined a comprehensive four-year plan focusing on four key areas: leadership within the services, oversight and accountability, institutional capacity development and human resource management, and operational preparedness and logistical capability.
To ensure the successful implementation of these reforms by 2028, the government has set up a Technical Committee on Development of Legal and Policy Frameworks. This committee, supported by reform units within the respective services, will oversee the execution of the reforms.
