In a significant move on Wednesday, June 12, Samburu West Member of Parliament Lesuuda Josephine Naisula introduced The Public Service Internship Bill for debate in the House. This proposed legislation aims to establish a comprehensive legal framework for regulating internship programs within the public sector.
If enacted, the Bill will enforce strict guidelines for interns, including immediate termination for any unauthorized absence exceeding 24 hours. The text of the Bill specifies that, “An internship period shall be valid for any duration determined by the head of a public service institution, but it shall not exceed 12 months. An intern will face dismissal for absence without permission or reasonable cause for more than 24 hours.”
Additionally, the Bill outlines other grounds for dismissal such as gross misconduct, unsatisfactory performance, failure to follow lawful instructions, or committing a criminal offense.
The Bill also provides interns the right to terminate their internship with a 30-day written notice to the relevant authority.
One of the standout features of the Bill is the provision for a monthly stipend and insurance for interns during the 12-month program. MP Lesuuda emphasized that this stipend, to be determined by the Ministry of Public Service, is crucial as interns significantly contribute to the workforce with their professional skills and expertise.
Reflecting on past policies, Lesuuda noted that a 2013 directive promised stipends for interns, which largely depended on the government's goodwill at the time. She expressed hope that this Bill would institutionalize these stipends, ensuring consistent support for interns.
Furthermore, Lesuuda highlighted plans for future discussions to engage the private sector, aiming to extend similar benefits to interns in private organizations.
This Bill represents a landmark step towards enhancing the internship experience for Kenyan graduates, ensuring their rights and contributions are recognized and rewarded.
