President Ruto Unveils Bold Anti-Corruption Blueprint to Overhaul Kenya’s Public Sector

President William Ruto is spearheading a major overhaul of Kenya’s public sector with a transformative anti-corruption framework aimed at rooting out financial misconduct within government agencies. The ambitious plan introduces stringent measures to enforce financial transparency and accountability among civil servants, marking a pivotal shift in the fight against corruption.


Central to the proposed reforms is the requirement for all public officials to declare their wealth, coupled with regular audits to ensure accuracy and integrity. Under this new framework, any public officer found negligent in their duties leading to financial losses will face severe penalties.



“We shall introduce measures to levy a surcharge against any public accountability officers or other public officers who have by actions of omission or commission lost public resources in accordance with Article 225 (201) (d) and Article 232 (b) of the Constitution,” Ruto emphasized during his address.


The President, speaking at the swearing-in ceremony of the new Cabinet on Thursday, August 8, at State House Nairobi, outlined a comprehensive strategy that includes the establishment of a unified personal identification system for all government employees, extending even to constitutional offices. This system will also create a wealth repository to facilitate better tracking and management of financial declarations across the government.


The urgency of these reforms is underscored by the staggering estimate from the Ethics and Anti-Corruption Commission, which reports that Kenya loses approximately Ksh 608 billion annually due to corrupt activities. To counter this, the President announced the implementation of a zero-based budgeting system starting in the 2025/26 financial year. This new approach aims to overhaul the budgeting and expenditure processes, ensuring that every cent is accounted for from the ground up.


“We shall use the power of ICT to radically diminish opportunities for corruption, conflict of interest, and abuse of office by digitizing procurement processes to make them open and transparent,” Ruto added, highlighting the role of technology in the fight against corruption. This digital transformation is expected to make financial transactions and procurement more visible and traceable, significantly reducing the avenues for corruption.


Ruto also pledged his unwavering support for a transformative agenda within the public sector. “I give you my assurance of my full support in discharging your mandates and in executing a reimagined and catalyzed transformation agenda. My support for you ends if it conflicts with my accountability to the people of Kenya,” he asserted.


Addressing the persistent issue of prolonged legal proceedings, Ruto vowed to reform the judicial system to expedite corruption cases. Last month, during a roadside rally in Kilifi, he promised amendments to the law to ensure that corruption cases are resolved within six months. “We will not be taking corrupt officials to court and the cases take up to 10 years,” he declared, signaling a tough stance on ensuring swift justice.


As President Ruto’s administration embarks on this ambitious anti-corruption journey, the eyes of the nation and the world will be on Kenya, watching to see if these sweeping reforms can truly turn the tide against corruption.
